PRACTICE AREAS

One playbook, three sectors.

The same government relations discipline, grounded in direct access, legislative monitoring, and advocacy that moves a file, applied wherever it's needed most.

PRACTICE 01

Arts & Culture

Keythos Advisory's founding practice: government relations for Ontario's cultural institutions as they compete for provincial and federal funding in a tightening fiscal environment.

  • Government relations for major arts, screen, and performing-arts institutions
  • Coalition and stakeholder campaigns aligning multiple organizations behind one ask
  • Queen's Park receptions and executive briefing preparation
  • Funding-ask strategy, from Treasury Board submissions to committee testimony
Led government relations for institutions including TIFF, the Toronto Symphony Orchestra, the National Ballet of Canada, and the Canadian Opera Company.
PRACTICE 02

Construction & Development

Government relations and field-level operating support for builders, contractors, and trades navigating municipal approvals, permitting, labour policy, and provincial funding programs.

  • Government relations for infrastructure and development clients
  • Business development and grant-writing strategy
  • Crew, vendor, and site coordination: the operational side, not just the policy side
  • Positioning ahead of municipal and provincial regulatory change
Currently embedded as project management & business development lead for a residential and commercial contracting firm, running crew scheduling, site communications, and supply logistics alongside its growth strategy.
PRACTICE 03

Digital Assets & Blockchain

Government outreach and regulatory strategy for digital-asset ventures operating in an oversight environment that is still being written, built on direct experience with Ontario's lobbying and compliance rules for emerging technology.

  • Government outreach and relationship-building with relevant ministries and officials
  • Regulatory strategy and compliance navigation, including Ontario's Lobbyists Registration Act
  • Business development support as ventures move toward Canadian market entry
  • Confidential engagement structuring for early-stage and pre-disclosure files
Advised a confidential digital-asset client on government outreach and compliance, resulting in secured meetings, improved regulatory clarity, and an expanded government network.
HOW ENGAGEMENTS RUN

On both sides of the file.

A
Build the engagement path

Every engagement starts with a shared document that maps the milestones we are working toward over the next three to six months — key meetings, regulatory touchpoints, and advocacy deliverables. This is a live document. We update it as the file moves, so you always know exactly where things stand and what is coming next.

B
Map the terrain

Identify which ministries, officials, and regulatory levers actually govern your file, and where the political risk sits. If funding is a goal, we also produce a funding scan: a structured review of the grant and loan programs your organization is eligible for, ranked by fit and timing, so the ask is always pointed at the right door.

C
Build the relationships

Direct outreach to Ministers, Deputy Ministers, and senior staff, backed by briefing materials written to be acted on. Every meeting is prepared for and followed up on — access without follow-through does not move a file.

D
Convert access into outcomes

Meetings and relationships are a means, not the deliverable. The target is funding secured, approvals granted, or regulatory clarity achieved — and the engagement path tracks progress toward that result at every step.

TRACK RECORD

Numbers from the file, not the pitch deck.

Built over three years advising Ontario's arts, culture, and regulated-sector clients at the senior level, now applied across all three practice areas.

20+Ministerial, Parliamentary Assistant, and Deputy Minister meetings secured annually
5Queen's Park stakeholder receptions organized, 100+ attendees each
12+Ministerial office relationships actively maintained
8–10Strategic briefing notes produced monthly across client files
6+Bills tracked quarterly through active legislative monitoring
3xIncrease in funding approvals and client asks secured

Keyaan Nejad

Principal, Keythos Advisory, Registered Lobbyist, Ontario

Keyaan has built his career in the rooms where these decisions get made. He started with grassroots campaign work during university and went on to manage several campaigns afterward, served as Vice President of a non-partisan campus political club, and worked in a constituent office. From there he moved into both the Ministry of Colleges & Universities and the Ministry of Labour, Immigration, Training and Skills Development, then became senior advisor at PAA Advisory, where he ran government relations for a twelve-client portfolio spanning arts, infrastructure, and transportation. Along the way, he has built an extensive and powerful network.

That network now translates into direct relationships with Ministers, senior staff, and Deputy Ministers. Keyaan brings the same discipline to legislative monitoring and to building advocacy materials that actually move a file, the approach that built Keythos Advisory's founding practice in arts and culture. As the firm expands, that same discipline is extending into construction and digital assets: two sectors where the regulatory environment is either tightening or still being written, and where the companies that get ahead of it are the ones that win.
